After an administrator has created an account, the user receives an activation email to activate the account and creat a password. If the user has not yet done so, the profile will not get the status activated.

Has the e-mail ended up in the spam folder?
No activation email received.
You can send a new activation e-mail by following the same steps if you forget your password.
